MONTGOMERY, Ala. (AP) - The board that oversees the health insurance program for state employees has decided not to raise rates for active state employees.

But the State Employees Insurance Board did vote Wednesday to raise monthly rates by $15 for early retirees who aren't 65 and aren't eligible for Medicare. Their cost will go from $181 to $196.

The board is also increasing the copay for a doctor's visit for all state workers by $5 to $35.
