'Serial Flasher' behind bars yet again

BALDWIN COUNTY, Ala. (WALA) - The man known as the "Serial Flasher" has been arrested again. Robertsdale police say the latest charge stems from an incident at a gas station.

Police say Dana Stegall allegedly exposed himself on March 8 to two women at the Chevron Gas Station at 104 and Highway 59 in Robertsdale.

Officials say the women called police, but Stegall was gone by the time officers arrived.

Robertsdale police say they conducted an investigation, then the findings were presented to a grand jury. The grand jury, in turn, indicted Stegall on two felony charges of indecent exposure.

Assistant Police Chief Brian Middleton said he believes the new felony charges stem from the repeat offender law created specifically because of Stegall.

Jail logs show Stegall's crimes go back 20 years.

FOX10 News did a special report on Stegall, titled Exposing the Law. We told the stories of alleged victims of Stegall. They described their encounter with the Serial Flasher.

"I was getting ready to hold my hand up to wave and all of a sudden the shirt came up, his pants were down. There you go. I was like, 'I know he just did not do that,'" said one victim.

After it failed to pass in 2010, House Bill 51 finally passed in 2011. Governor Robert Bentley signed the bill into law on June 14, 2011. The law now makes indecent exposure a felony for those convicted three times or more.

FOX10 News tracked down Stegall before the bill was signed to see how he felt about it. He said he supported it.

"I honestly think there should be a tougher law for that. But instead of sticking folks in jail, I think they need to get these folks some therapy. I think that would have helped me," said Stegall.

He also said he had submitted his life to Christianity and apologized to his victims.

"I promise you Hubert, I won't do it again," Stegall said in April 2011.

Over a year later, Stegall is now being held on no bond and is facing two felony charges.
