Constable faces charges of impersonating a police officer, unlawful imprisonment

MOBILE COUNTY, AL (WALA) -

Mobile County Sheriffs Deputies arrest a man for impersonating an officer.

Jeffrey Morris is a constable in Mobile County.

What's more, Morris was arrested on three different charges several months ago.

And how sheriff's deputies arrested him is a very interesting story.

Sheriff's officials say the incident leading up to the arrest of Morris began about 8:45 Wednesday night in the 2700 block of Wilmer Road when Morris, driving a pickup truck with magnetic constable stickers, tried to pull a driver over for following too close.

Captain Paul Burch with the Mobile County Sheriff's Office said, "He turned on some blue lights, which he's not supposed to have, stopped the vehicle and the driver, didn't have a driver's license, so he decided to handcuff him or arrest him. Don't know what exactly they were going to charge him with, and also called the sheriff's office for backup. "

Burch said constables serve papers and work traffic details.

He said, "They're not supposed to pull over people and they can't have blue lights. "

Morris was charged with impersonating a peace officer and second degree unlawful imprisonment.

The Metro Jail log also shows he was arrested in August of last year on two counts of domestic violence harassment, and one count of domestic violence criminal mischief.

According to court records, a domestic violence charge against Morris dropped in January of 2018. 

Leo Bullock is a Mobile County Constable who serves on the board of directors of the state constable association. 

Asked about this week's arrest, Bullock said, "Well, I'm shocked. I'm not surprised."

He also said, "We've got constables out there who are elected constables that are running around doing things they don't know how to do."

FOX10 News tried to contact Morris, but he lives in a gated area.

Constable is an elected position.

Burch said, "Pretty much anyone can be a constable.  You can put your name on the ballot in your district and, if you have no opponent, you and your wife can vote for you to be the constable and you're the constable."

Sheriff's officials say the driver Morris was following, Stephen Orso, has an active warrant for violating his probation.

They say he was not arrested during the traffic stop, but has to turn himself in to Metro Jail.
